Application Forms
The application for an export licence of dual-use items, licence for the provision of brokering services and licence for the provision of technical assistance is submitted to the Ministry of Foreign and European Affairs in conformity, in terms of its content and format, with the forms as set out in the Ordinance on the Application Forms on the Issuance of the Export Licence for Dual-Use Items, and the Provision of Brokering Services and Technical Assistance.
The application for the licence for the export of dual-use items, licence for provision of brokering services and licence for technical assistance must be accompanied by the following documents:
- Original end-user certificate – certified by a competent authority or end-user statement certified by an authorized person, which specifies the end use of the items and contains a statement that the items will not be re-exported without the approval from Ministry of Foreign and European Affairs, (example of End-Use certificate can be downloaded in MS Word. doc format here)
- Copy of the operating licence or approval issued by competent authorities, if required by law,
- Copy of documents stating the quality and technical characteristics of items (in cases of chemicals a Safety Technical Data Sheet),
- Original or certified copy of the agreement concluded with the company importing the goods, i.e. pro-forma invoice or order, and of the agreement concluded with a potential broker,
With the application for the issuance of an export licence for the provision of brokering services, the applicant is due to submit the original or a certified copy of the agreement concluded ith the company exporting the goods, i.e. pro-forma invoice.
All documents supporting the application must be translated into Croatian by a certified court interpreter.
When applying for export of goods in the Islamic Republic of Iran, it is necessary to fill out the Questionnaire related to business activities with Iran, which can be downloaded here.
Although the Act on Control of Dual-Use Items regulates that the Ministry of Foreign and European Affairs must decide on the application for an export licence of dual-use items, licence for the provision of brokering services and licence for the provision of technical assistance within a period of 60 days from the date the application has been duly submitted, licences are usually issued within 15 days from the date of submission.

In accordance with the Article 19 (1) of the Act on Control of Dual-Use Items, the exporter, broker or provider of technical assistance shall notify the Ministry of the export, or the services provided, within fifteen days from the day of the export of dual-use items or the provision of services, with a copy of the relevant licence and, in the case of export, with a copy of the single administrative document (customs declaration) attached to the notification. In accordance with the Article 13 (7) of the Act on Control of Dual-Use Items, the Holder of the General Export Authorisation of the European Union (EU GEA) shall comply with the provisions of Article 13 (7) of the Act on Control of Dual-Use Items and he should twice a year, by 15 July and 15 January, provide the Ministry of Foreign and European Affairs with the export report and provide a copy of the Single Administrative Document.
