Mr. President, At the beginning, I would like to thank Mr. Secretary General for his inspiring intervention and the report on Peacebuilding in the Immediate Aftermath of Conflict, we are discussing today. I would also like to thank Ambassador Momen for his statement on behalf of the PBC and his able stewardship of the Commission in 2012. Croatia aligns itself with the statement previously delivered by the EU and I would like to briefly add few additional comments in my national capacity: 1. Croatia welcomes the progress made in in implementing the “agenda for action” outlined in the Secretary-General’s 11 June 2009 report. We are particularly encouraged by his recognition of the more effective leadership on the ground, as well as improved functioning of the funding mechanisms in support of peacebuilding efforts. In that context, we also welcome significant improvements in the completion of integrated strategic frameworks and follow with interest development of a new policy on UN transitions in the context of mission’s drawdown and withdrawal. 2. Croatia welcomes the priorities for upcoming period identified in the SG"s report, in particular the focus on inclusive peacebuilding processes, institution building and sustained international engagement. In our view, the inclusive, country-owned and country-led initiatives, supported by coherent, coordinated and sustainableinternational community’s engagement, are vital for States to successfully emerge from conflict. 4. Mr. President, Croatia commends the initial progress made towards the implementation of the seven-point action plan for gender-responsive peacebuilding. We believe that equal participation of women in political transitional and peacebuilding processes is of crucial importance for their comprehensive and effective implementation. In that context, we strongly support further efforts aimed at dedicating at least 15 per cent of United Nations-managed funds to peacebuilding projects addressing women’s specific needs and empowerment or gender equality, as set out in the SG’s 2010 report on women’s participation in peacebuilding. 5. Croatia welcomes more interactive and dynamic relation between the Security Council and the PBC. We are encouraged by the recent developments in that regard and we hope that the Council will continue to make clear advice on its needs from the PBC, in particular, during mandate discussions. Furthermore, we welcome possibilities for informal interactions between the two bodies, which we find particularly rewarding. Here, it bears repeating that peacekeeping and peacebuilding are two sides of the same coin that should be mutually reinforcing in the pursuance of lasting peace in countries emerging from conflict. 6. Croatia acknowledges the work of the g7+ countries aimed at clearly defining the ways in which the international partners should support their peacebuilding processes. Croatia believes that the New Deal principles, including national ownership, but equally so - national responsibility for commitments undertaken and mutual accountability, offer a useful additional guidance for the Commission’s engagement with the countries on its agenda. 7. Croatia strongly believes that rebuilding civilian capacities represents one of the most important fields of assistance to countries emerging form conflict. In that context, we closely follow the civilian capacities review process and its results. We stand ready to further contribute to broadening and deepening of the pool of civilian peacebuilding expertise, including through the newly established sharing platform CAPMATCH. 8. Finally, Mr. President, let me conclude by emphasizing the importance which my country attaches to the efforts aimed at greater coordination and coherence among multiple international actors engaged in peacebuilding processes, including further clarification of their respective roles and responsibilities. We strongly believe that only through increased collaboration, and in particular - appropriate engagement of IFI’s, regional and sub-regional organizations, private sector and non-traditional donors, we can maximize output and ensure effective international engagement in post-conflict situations.
