After the Agreement on Croatia’s entry into the European Economic Area (EEA) has been signed on 11 April 2014, Croatian citizens can stay, study and work in Norway without residence permit.
Croatian citizens no longer need to apply for residence permit in Norway, but only need to register, as other EU/EEA citizens, if they plan to stay, study or work in Norway longer than three months.

The aforementioned website also contains the following information: “If you came to Norway to look for work, you can stay here for six months. You must report to the police no later than three months after your arrival in Norway.”
Job seekers can register using the Norwegian web site: https://selfservice.udi.no/en-gb/. After online registration has been completed, a meeting shall be arranged at the police station where the applicant needs to present the original documents (passport and other). After completion of this procedure, the police shall issue a Registration Certificate. Registration certificate is a document attesting that the person has been registered with the police as an EU/EEA citizen living in Norway. Registration is required only once, regardless of the planned duration of stay in Norway. After registration, one can apply for the Norwegian national identification number (D-nummer) and tax card. If a person stays in Norway longer than three months without registration, they can be fined.
