On 8-9 November 2011 Croatian Chargé d'Affaires Vice Skracic led a delegation on an official visit to Minnesota. On that occasion he presented the Governor of Minnesota Mark Dayton with a plaque from the Croatian Minister of Defense on the occasion of the 15th anniversary of cooperation between Croatia's Defense Forces and the Minnesota National Guard as a part of the American “State Partnership” program. Besides Croatia, the Minnesota National Guard also has partnership relations with Norway. At the meeting with Governor Dayton and the Commander of the Minnesota National Guard General Rick Nash the two sides underscored their mutual interest and commitment to the vision that this special relationship has cultivated, especially through an upgrade in military cooperation and strengthened cooperation in the civilian sphere. Also, the Croatian delegation had meetings with representatives of the Trade Office of Minnesota.

During their visit, the delegation also visited the Univeristy of Minnesota where they met with a score of professors and directors of Institutes for Research, like the Center for Population and the Center for the Research of the History of Immigration, which has valuable archival material about Croatian immigrants. They all agreed that there is interest for cooperation with educational and research institutions in Croatia.
The visit to Minnesota was concluded with a fire extinguishing demonstration at the company Earthclean, which specializes in developing harmless substances for the extremely fast and efficient extinguishing of fires. The company showed interest for cooperation and possible investment in Croatia.
Chargé d'Affaires Vice Skracic was accompanied by Croatian Consul General from Chicago Jelena Grcic Polic, Consul Counselor Sanja Lakovic and Commercial Attaché Ivan Buljan, as well as Major Robert Katic from the Croatian Embassy.
