The Republic of Croatia is taking part in the NATO simulation of political and military decision-making Crisis Management Exercise CMX09

Following the CMX05 and CMX08, this is the third NATO crisis management exercise in which Croatia is taking part, but for the first time as a full NATO member. This is a simulation exercise based on a fictitious scenario and consultations between the members of the NATO Alliance and partner countries, so no forces are actually deployed in the field.

The crisis management exercise is designed to practice and check the existing and development concepts of crisis management, and mutual cooperation and coordination of the relevant national systems and procedures. The exercise will take place at two levels – at NATO Headquarters in Brussels and the capitals of the countries participating in the exercise. In the exercise scenario, NATO, at the invitation of the UN Secretary-General and in cooperation with other international organisations, participates in the management of the crisis in a fictitious area outside of the Euro-Atlantic area. Apart from the political and military dimension, this scenario has a humanitarian aspect of providing for the refugees and helping the victims of natural disasters.

One of the main goals of the CMX09 exercise is further development of the ”Comprehensive Approach” concept as one of the basis of the allied strategies for solving the present and future security challenges. The main feature of this approach is NATO’s cooperation with non-military (civil) organisations on the ground, use of non-military instruments, and developing the interoperability of the military and other participants in crises management.

NATO members, partner states, and for the first time two international organisations – the United Nations and the International Red Cross Committee will participate in the exercise.
