This is the first of a series of seminars organised by the Ministry of Foreign Affairs and European Integration and UNDP Croatia, aimed at providing Government officials from the region with detailed and experience-based insights into the main areas of negotiations with the EU, the organizational and institutional structure required to start EU negotiations, and the strategies and technical challenges entailed in opening, executing and closing the process of the EU negotiations. Main thematic presentation on the harmonization of legislation has been held by Dubravka Vlašić Pleše, Director of the Directorate for Coordination and Monitoring of Adaptation to EU Legal System and Monitoring Implementation of Stabilization and Association Agreement and Secretary of the Negotiating Team. Representatives from the Republic of Albania, Bosnia and Herzegovina, Montenegro and Republic of Kosovo participated on the seminar.

State Secretary Plenković reaffirmed the Republic of Croatia's full support for the countries of South-East Europe on their path towards European Union membership. He further stressed that this goal is achievable subject to the fulfilment of requisite criteria and provided an overview of the current state of Croatia's EU accession negotiations.

UNDP Deputy Resident Representative Fracassetti emphasised the unique nature of this programme of seminars as it tries to transfer the knowledge and experience gained by the Croatian EU negotiation team to government officials from South-East European countries which are at an earlier stage of the EU integration process.

By organising this seminar within the framework of its 2009–2014 National Development Cooperation Strategy, the Republic of Croatia has made headway in transforming itself from a country receiving assistance to a country providing assistance at both the international and regional level. With the countries of the region, Croatia has already concluded a series of bilateral cooperation agreements on the EU integration issues.
