Pusić informed Rouček about Croatia’s remaining obligations being fulfilled in accordance with the action plan and the overall negotiating process, pointing out that the enlargement policy was crucial for the stability of the region. “The negotiating process is an instrument of state institution building”, Pusić said, “and that is its greatest value”. She also informed Rouček about the ratification of Croatia’s Accession Treaty, saying that 19 countries had already ratified it, two more were expected to do so by the end of the year, and the remaining six the following year. Rouček inquired about the bilateral relations with Slovenia. Pusić said two financial experts had been selected by each side and stressed that the ratification process was detached from the bilateral issue of Ljubljanska Banka.

“I share your point of view on the enlargement policy”, Rouček said, adding that its importance was being displaced in these difficult times of financial crisis. He said Europe was not complete without the accession of all the countries in the region and that is why the enlargement must continue.

Rouček, who has succeeded Hannes Swoboda, informed Pusić about the European Parliament’s plan to publish the new report on Croatia, which he foresaw no obstacles to.
