The Republic of Croatia 11 February 2013 submitted a document (called memorial) on the border dispute with Slovenia to the Arbitral Tribunal in The Hague, established pursuant to the arbitration agreement signed by the governments of Croatia and Slovenia on 4 November 2009. The document was sent in electronic form to the Registry of the Arbitral Tribunal.

The parties to the dispute are also to submit eight printed copies of their memorials to the Registry and 15 copies to the other party.

Croatia’s memorial is divided into nine volumes and contains more than 3600 pages. The main part is about 300 pages long and outlines Croatia's position on the course of the maritime and land border and other issues at dispute. The remaining 3300 pages contain evidence and legal sources corroborating Croatia's position.

The document was signed by the Croatian government's representative before the Arbitral Tribunal, Maja Seršić, and the Assistant Minister of Foreign and European Affairs, Andreja Metelko-Zgombić.

The Arbitral Tribunal is chaired by Judge Gilbert Guillaume and its members are Bruno Simma, Vaughan Lowe, Budislav Vukas and Jernej Sekolec. The Tribunal has set 11 November 2013 as the deadline for the submission of counter-memorials.
