Cooperation within 3SI: Three Seas Hybrid Constellation, development of Croatia’s space industry

Minister of Foreign and European Affairs Gordan Grlić Radman met with representatives of Protostar Labs, a Croatian space technology company based in Osijek, to discuss the development of Croatia’s space industry, opportunities for international cooperation, and the role of economic diplomacy in strengthening the global competitiveness of Croatian high-tech companies.
 
The company’s representatives presented the Minister with the Letter of Intent for the Three Seas Hybrid Constellation project, signed during the Three Seas Initiative (3SI) Business Forum held in Dubrovnik on 29 April 2026. The project brings together an international consortium of partners from twelve countries with the objective of developing shared Earth observation capabilities and enhancing the exchange of satellite data.
 
The meeting highlighted that Croatia possesses the expertise, capabilities and innovation potential required to play a full and equal role in the implementation of cutting-edge technological projects. In this context, economic diplomacy, together with Croatia’s active role as a founding member of the Three Seas Initiative, makes an important contribution to strengthening the international engagement of Croatian companies and creating new opportunities for cooperation.
 
Within the scope of its competences, the Ministry of Foreign and European Affairs will continue to support the international engagement of Croatian businesses and to foster closer cooperation with partners within the framework of the Three Seas Initiative, the European Union and beyond.
 
The meeting concluded with a shared understanding of the importance of maintaining a continuous dialogue between public institutions and the domestic space industry in support of stronger European technological and security cooperation, as well as enhanced technological sovereignty and resilience.
