The Minister of Foreign Affairs of the Republic of Croatia, Tonino Picula, welcomed the participants in and the visitors of the International Conference on “European Domestic Election Observer Forum - Strengthening Domestic Election Observation in the European Region” held from 25 to 29 June 2003 in Zagreb.

The conference was organised by OSCE-ODIHR, GONG and NEEDS (Network of Europeans for Electoral and Democracy Support) with the support of the European Commission and participation of experts and representatives for monitoring elections who came from about twenty countries in Europe, Asia, Africa, North and South Americas.

At the reception Minister Picula thanked the organisers of the Conference for their efforts in developing the standards for monitoring and conducting democratic elections, and congratulated GONG for the prestigious award - Golden Crest - bestowed on it by the Croatian Parliament for a special contribution to the development of parliamentary life, democracy and human rights in the Republic of Croatia.
