On December 8th 2009, the village of Layoba in the Afghan Province of Badakhshan saw the ceremonious handover of the Zhar Shakh Health Center to the Ministry of Public Health of the Islamic Republic of Afghanistan. The construction began in April, and the project, realized in cooperation with the International Organization for Migration, was entirely financed by the Republic of Croatia.

The construction began in April, and the project, realized in cooperation with the International Organization for Migration, was entirely financed by the Republic of Croatia.
The construction of a health center for the 23,000 people of Layoba and the 35 surrounding villages represents a significant contribution to the improvement of the quality of health services and coincides with the health infrastructure plan of the Ministry of Public Health. The work was carried out in accordance with the standards required for primary health care centers and all of the facilities are adapted for disabled persons.
The handover was carried out by the Leader of the Croatian Team at the German Provincial Reconstruction Team Feyzabad, Mirko Capjak, and was attended by representatives of the Afghan Government and the local authorities of Badakhshan Province, the Feyzabad Provincial Reconstruction Team, as well as representatives of the international, local and religious community.
Badakhshan is the most northern and least accessible among Afghanistan's 34 provinces where, as part of the German PRT Feyzabad, a Croatian diplomat is performing the duty of deputy head of civil affairs.
