First Deputy Prime Minister and Minister of Foreign and European Affairs Vesna Pusić 6 December 2012 attended the opening of the 19th meeting of the OSCE Ministerial Council in Dublin. The annual two-day meeting of foreign ministers of 57 OSCE participating countries was opened by the council's chairman, Irish Foreign Minister Eamon Gilmore.

Gilmore summarized the progress made during Ireland’s 2012 OSCE chairmanship, namely concerning international conflicts and the fight against organised crime. He urged ministers to work together on freedom of speech and media and internet freedom. Speaking about NGOs, he pointed out that OSCE member countries recognised the need for the protection of human rights and organisations that promote and protect human rights and fundamental freedoms, but that OSCE results were disappointing and that further efforts were needed. He also urged ministers to adopt Ireland’s Helsinki+40 proposal that outlines OSCE’s goals and priorities for the future.

President of the OSCE Parliamentary Assembly Riccardo Migliori emphasized that the organisation needs to strengthen its partnership in the Mediterranean region, as the Mediterranean’s stability was vital for the future of the region.

Speaking about the differences within the organisation, OSCE Secretary-General Lamberto Zannier said that diverging views and differences are not covered up, but rather aired and debated with the end goal of finding common priorities for future work.
