Assistant Minister of Foreign Affairs Vice Skračić 13 February 2018 in Kuwait attended a ministerial conference of the Global Coalition against Daesh, co-chaired by Kuwait’s Deputy Prime Minister and Foreign Minister Sabah Al-Khalid Al-Sabah and US Secretary of State Rex Tillerson. On 14 February, Skračić attended the International Conference on the Reconstruction of Iraq, organized by Emir of Kuwait Sabah Al-Ahmad Al-Jaber Al-Sabah, Iraqi Prime Minister Haider al-Abadi, UN Secretary General Antonio Guterres, EU High Representative Federica Mogherini and President of the World Bank Jim Yong Kim.

The conference’s main message was that the goals of the Coalition were not only military operations against the enemy, but also complete stabilization of the liberated areas and reconstruction of the country i.e. building of complete infrastructure which would enable a full and lasting victory and prevent the return of extremism. The conference of the Global Coalition created a precondition for continued consolidation of peace and stability in Syria and Iraq, while the conference on the reconstruction of Iraq created a precondition for the realization of the next step – significant increase in foreign investment in order to create the security preconditions, build the necessary infrastructure and establish the rule of law i.e. basis for the return of displaced persons. In his address, Skračić underlined Croatia’s experience in offering assistance, expressing willingness for Croatian experts to help in the implementation of education and mine-action projects.
