On 17 September 2003, Ambassador Neven Madey, Permanent representative of the Republic of Croatia with the Council of Europe, presented Mr. Walter Schwimmer, Secretary General of the Council of Europe, a document by which the Republic of Croatia ratifies the European Outline Convention on Transfrontier Cooperation between Territorial Communities or Authorities.

On this occasion, Mr. Neven Madey signed, on behalf of the Croatian Government, two legal instruments of the Council of Europe: Additional Protocol with the Criminal Law Convention on Corruption and the Protocol Amending the European Convention on the Suppression of Terrorism.

The objective of the European Outline Convention on Transfrontier Cooperation between Territorial Communities or Authorities is to strengthen and promote good neighbourly relations and cooperation and to conclude agreements between territorial communities or authorities from two or several states.

The Additional Protocol with the Criminal Law Convention on Corruption extends the area of application of the Convention to new criminal acts of bribery of jurors, thus supplementing provisions by which the judiciary is protected from corruption.

The Protocol Amending the European Convention on the Suppression of Terrorism is the first European legal instrument in this field adopted after the terrorist attack on 11 September 2001. The Protocol significantly extends the number of depoliticised political acts, as well as the grounds for rejecting extradition which now include capital sentence, torture and life time imprisonment without the right to amnesty. The Protocol foresees the possibility of arbitration in case of dispute regarding the application of Convention.
