CROATIA’S CANDIDACY FOR THE SEAT OF THE EUROPEAN UNION CUSTOMS AUTHORITY
As part of the reform of the European Union’s customs legislation, the establishment of a new agency - the European Union Customs Authority (EUCA) - is envisaged. The Authority will be responsible for developing and managing the EU Customs Data Hub, overseeing risk management at the EU level, and coordinating national customs administrations. The EU Customs Authority will be gradually established and shall assume its tasks from 2028., with full operational capacity expected by 2034.
On 16 October 2025, the European Commission has launched a call for Member States to submit applications for hosting the seat of the European Union Customs Authority (EUCA), with a deadline of 27 November 2025 at 18:00.
On 27 November 2025, the Republic of Croatia officially submitted its candidacy proposing Zagreb as the seat of the new European Union Customs Authority (EUCA).
Zagreb offers an exceptionally safe, attractive and well-connected environment for hosting the EU Customs Authority. Croatia consistently ranks among the world’s safest countries, while our capital provides outstanding quality of life with excellent healthcare, education and public services. A new building in Zagreb’s modern business district has been proposed as the headquarters, which is already fully functional and ready to host the EU Customs Authority, enabling its work to commence immediately upon establishment.
