Minister Grlić Radman attends 62nd Munich Security Conference

Minister of Foreign and European Affairs Gordan Grlić Radman, participated from 13 to 15 February 2026 in the 62nd Munich Security Conference (MSC) as a member of the delegation of Croatia’s Prime Minister Andrej Plenković. During his stay in Munich, Grlić Radman held a series of bilateral meetings and took part in several thematic events dedicated to current security challenges and the strengthening of international cooperation.
 
Within the framework of the conference, and accompanying the prime minister, a meeting was held with the U.S. Secretary of State Marco Rubio, at which the importance of a strong transatlantic partnership and alliance was reaffirmed. Discussions focused on key global security issues, as well as on further enhancing bilateral cooperation, particularly in the areas of defence and energy.
 
On the margins of the conference, Grlić Radman held a bilateral meeting with the Deputy Minister for Veterans Affairs of Ukraine, Oleg Shymanskyi. The interlocutors exchanged views on the continuation of cooperation in the field of veterans’ care and reintegration, the transfer of Croatia’s post-war experience, and rehabilitation programmes, including the continued medical treatment and rehabilitation of wounded Ukrainian veterans in the Republic of Croatia, as well as planned support programmes for widows and children of Ukrainian veterans. On this occasion, Grlić Radman reaffirmed Croatia’s readiness to continue contributing to raising international awareness of veterans’ issues within the frameworks of the European Union and NATO.
 
The minister also participated in a ministerial roundtable titled “Reinforcing Cooperation to Achieve a Secure and Stable Maritime Domain,” dedicated to strengthening maritime security. The discussion underscored the need to protect maritime routes and critical infrastructure, the importance of preserving the international legal framework, with the United Nations Convention on the Law of the Sea (UNCLOS) at its core, and the necessity of a coordinated response to emerging threats, including the so-called “shadow fleet.” Croatia highlighted its geostrategic role as a Mediterranean and energy country, as well as its contribution to European resilience through strengthening maritime security.
 
On the second day of the conference, Grlić Radman took part in the roundtable “Open Door or Open End? Delivering on EU Enlargement,” which addressed the evolving dynamics of the European Union’s enlargement policy in the context of new geopolitical circumstances. In his intervention, he emphasised the importance of a credible, merit-based enlargement policy, grounded in the fulfilment of criteria and the strengthening of the rule of law, while maintaining a strategic focus on stability and the European perspective of neighbouring countries.
 
During the Munich Security Conference, the Croatian delegation also attended an event dedicated to the Three Seas Initiative, highlighting the importance of enhancing connectivity, infrastructure, and resilience, as well as Croatia’s contribution to shared European development and security priorities.
 
By participating in the 62nd Munich Security Conference, the Republic of Croatia reaffirmed its active role in strengthening European and transatlantic security, promoting international law, supporting Ukraine, and advocating for stability and the European perspective of its neighbourhood.
 
During their stay in Munich, the Croatian delegation also met with representatives of the Croatian community in Bavaria.
