Foreign aircraft can enter Croatian airspace with clearance only, unless otherwise stipulated by an international agreement binding the Republic of Croatia.
Clearances for flyovers and landings of foreign civil aircraft are issued by the Croatian Civil Aviation Agency (www.ccaa.hr).
Diplomatic clearances for flyovers and landings of foreign state aircraft are issued by the Ministry of Foreign and European Affairs.
The application for diplomatic clearance is submitted by foreign diplomatic missions.
