Pusić informed her hosts about Croatia's accession negotiations, “which were long and hard, but help us build our state institutions.” Croatia was the first country to have 35 chapters (31 in the first round), the first to have measures for their opening and closing, and the first to have judiciary as a separate chapter (in which there was no acquis).
