NATO’s Crisis Management Exercises are simulations based on fictitious scenarios and consultations among NATO members and partner countries, and involve no actual deployment of forces. The purpose of CMX11 is to practice the Alliance’s crisis management procedures at the strategic and political level and will involve civilian and military staffs at NATO Headquarters, as well as in allied capitals.

The CMX11 scenario is based on the concept of collective defence and involves consultations among the members on the basis of Article 4, as well as potential invocation of Article 5 of the Washington Treaty. In accordance with the scenario, partner countries Finland and Sweden have been invited to take part in the exercise, while staffs from the UN, EU, OSCE and the International Committee of the Red Cross (ICRC) will participate as observers.
