In a joint statement with the Republic of Bulgaria, the recognition of the Transitional National Council is based on the conclusion that the Council is able to lead the process of building a democratic Libya, built on the rule of law and upholding the highest international human rights standards.

Croatia and Bulgaria, as allies under NATO, fully supported the initiative of the international community and participated in joint efforts in response to the immediate crisis in Libya. Implementing the UN Security Council Resolutions 1970 and 1973, NATO launched operations in cooperation with other countries to protect the civilian population in Libya, such as the no-fly zone. In addition, the assets of Gaddafi's regime have been frozen, and the International Criminal Court issued arrest warrants for senior officials, including the leader, Muammar Gaddafi.

The two countries welcome the “Path towards a Democratic Libya” presented by the Transitional National Council, support the vision of a new Libya, and are prepared to assist the Council in capacity building to undertake commitments and maintain the rule of law. They also believe that the Transitional National Council will continue its close cooperation with the international community represented by the Contact Group on Libya with a view to strengthening regional stability.
