Prime Minister Jadranka Kosor never promised anything to Prime Minister of the Republic of Slovenia Borut Pahor during the negotiations on the open border issues, and would especially never promise a territorial contact of the Republic of Slovenia with open sea, which is suggested by the article published in Novi list. We stress that only an arbitrage agreement was arranged, the contents of which were made public to Croatian citizens, and which was ratified by the Croatian Parliament after a discussion. None of the Parliament representatives or respectable experts in international law, even those who were against the arbitrage agreement proposal, have ever come across any attitudes in the agreement such as those mentioned in Novi list. Furthermore, right after the arbitrage agreement had been signed, and which was during the negotiations agreed on by the Slovenian side, the Prime Minister of the Republic of Croatia signed a statement clearly indicating that nothing written in the arbitrage agreement will be considered as Croatia’s consent to Slovenia’s request for territorial contact with open sea.

The verity of the statement can be seen form the text of the arbitrage agreement which, when dealing with territorial issues, defines that the border on land and sea shall be defined only in accordance with international law.
