Following the success of the first conference on the perspectives of employing Croatian citizens in the EU institutions, held in March 2009 and mostly dedicated to France’s experience with preparing and further assisting its citizens who wish to work in the EU institutions, the Education Department of the Directorate of Support for Croatia’s EU Accession Process have decided to continue holding conferences on the subject that will prove to be of extreme importance once Croatia joins the EU.

The conference is designed for the governing structures of the state administration bodies – state secretaries, European coordinators, directors – with the aim of delivering information about the post-accession administrative capacities and the first wave of employment of Croatian citizens in the EU institutions.

After the opening speech by Davor Božinović, State Secretary at the Ministry of Foreign Affairs and European Integration, who talked about the importance of timely launching the preparations for the employment of Croatian citizens in the EU institutions, Director of the European Personnel Selection Office (EPSO) David Bearfield talked about the efforts EPSO is putting forth to attract on the extremely competitive European market the best candidates for jobs in the EU institutions. He also informed the present parties about the new competition procedures for working in the EU institutions, which will no longer test factual knowledge about the EU, but rather candidates’ skills and abilities required for a successful work and functioning in the EU institutions.

Andrej Engelman, the Deputy Director of the Slovenian Government Office for Development and European Affairs, presented Slovenia’s experiences with the setting up of civil servant specialized training for working in the EU institutions. He placed emphasis on heightening the awareness of the need for specialized training and the importance of investing in human resources, as the persons who finish the training will be of use to the country, whether they work in the EU institutions or the state administration.

Ambassador and Head of the Mission of the Republic of Croatia to the EU Branko Baričević presented the work that will await Croatia, especially the Mission, once the Treaty of Accession is signed. The relevant ministries play an important role in that, while the Mission is expected to become the focal point for the flow of information, whether from the relevant ministries to the EU institutions or vice versa.
