Ambassador Pelicarić also met separately with the Foreign Minister of the Principality of Andorra Xavier Espot Miró and Deputy Minister Eva Descarrega. The talks confirmed the closeness and continued progress of the bilateral relations between the two states, particularly evident in the mutual support in their candidatures for membership in international bodies, and the good cooperation between the two Ministries, including mutual visits on all levels. The Andorran officials were interested to hear about the progress of Croatia’s negotiation process for the accession to the European Union.

The Principality of Andorra is unique in terms of its political organisation. It was formed in 1278 as a medieval feudal vassal state whose sovereignty was shared between the Bishop of Urgell, Spain and the Count of Foix, France. The 1993 Constitution defines Andorra as a “parliamentary co-principality whose sovereignty is vested in the Andorran People”, and the head of state is defined as “joint and indivisible in the persons of the Co-Princes, the Bishop of Urgell and the President of the French Republic”. On account of this unique legal situation, ambassadors accredited in the Principality of Andorra present their credentials twice, to each of the Co-Princes, in separate ceremonies and in different states.
