One of the key points on the Conference’s agenda is the decision regarding Croatia’s request for the raising of the greenhouse gas emission level in the referential 1991, the draft which was accepted at the Session of the Subsidiary Body for Implementation (SBI). This decision will allow Croatia a certain degree of flexibility regarding its former level of greenhouse gases emission not regulated by the Montreal Protocol, chosen as referential. The greenhouse gas emission level for Croatia’s referential year and the nature of this flexibility the SBI will take into consideration at one of its future sessions and propose a draft to be adopted by the Conference at one of its future sessions.
Also taking part at the Conference is the Croatian delegation led by the State Secretary at the Ministry of Environmental Protection, Physical Planning and Construction, Nikola Ružinski.
The Conference will end with a ministerial part at which a series of decisions are expected to be adopted, regarding the implementation of the measures and their improvement in key areas: transfer of technology from the developed to the underdeveloped countries, the parties’ obligation to continue finding new technology for emission reduction, evaluation of the effect of and adaptation to climate change, and other decisions related to the fulfilment of the parties’ obligations to the UNFCCC Convention and Kyoto Protocol.
