The Legal Matters and Human Rights Committee of the Parliamentary Assembly of the Council of Europe (PACE) adopted at its session held 15 March 2004 the draft report and resolution on the return of foreign exchange savings deposits to non-Slovenian account holders with Ljubljanska bank
Regarding the above mentioned, the Ministry of Foreign Affairs wishes to point out that the Croatian government has frequently expressed its view to Rapporteur Jurgens on the obligations of ex Ljubljanska bank as regards the return of foreign currency savings deposits to its account holders, stemming from the then applicable legislation. As regards the proposal for the establishment of a special fund, the Croatian government pointed out in its talks with Rapporteur Jurgens that it does not consider it to be a useful mechanism for solving the issue of the return of savings deposited with Ljubljanska bank by non-Slovenians holders. The Croatian government remains firm in its convictions and regrets the fact that Rapporteur Jurgens, despite all the effort, did not manage to find an efficient and operative way to solve the justified complaints by the holders of savings deposited with Ljubljanska bank from Croatia and Bosnia and Herzegovina.
The Croatian government repeatedly pointed out that it pays special attention to the solving of this complex issue, that has a humanitarian dimension as well, and expects the European Court of Human Rights, which received numerous complaints from Croatian savings holders, to declare itself soon.
