Speaker of Croatian Parliament Mr Josip Leko took part in the European Conference of Presidents of Parliament (ECPP) held on 11 and 12 September in Oslo.
The Conference was opened by the Speaker of Norwegian Parliament Olemic Thommessen, and introductory presentations were held by Anne Brasseur, Speaker of the Parliamentary Assembly of the Council of Europe, Torbjorn Jagland, Secretary General of the Council of Europe, and Vidar Helgesen, Minister for European Affairs. Conference was divided into three major topical issues: “Fundamental constitutional rights and freedoms – participation, trust and public debate as conditions for democracy”, “Democracy, Sovereignty and Security in Europe” and “Majority and opposition – striking a balance in democracy”. In his address during the third section, the Speaker Josip Leko talked about the relationship between majority and opposition, and advantages and limitations of a referendum as a form of democratic expression of the will of the people.
