Twinning Project „Strengthening of External Auditing Capacities“

On 6 May a conference was held in Tirana to mark the launching of the Twinning Project „Strengthening of External Auditing Capacities“. The project is funded by the EU IPA funds and its implementation has been entrusted to the Polish Supreme State Audit Office (NIK) and the Croatian State Audit Office as its junior partner. The conference was attended by the heads of the three state audit institutions involved: Bujar Leskaj, Chairman of the Albanian Supreme Audit Office (KLSH), Krzysztof Kwiatkowski, NIK President and Ivan Klesic, Auditor General of Croatia. The Head of the EU Delegation in Albania Romana Vlahutin stressed in her address the significance of external auditing for the development of a civil society and rule of law in Albania. The Croatian Ambassador Sanja Bujas-Juraga pointed out the importance of independence of state auditing institutions and their main task of supervising and enhancing the responsibility for management of budget resources. In the transfer of know-how and experiences of the highest Polish and Croatian state audit institutions, the main focus will be on supporting the Albanian Supreme Audit Office in creating the relevant legal framework, its modernization and capacities building for improving the quality of audit reports that are vital for the fight against corruption. After the conference, the Croatian Auditor General Mr Ivan Klešic was awarded by the Albanian President Mr Bujar Nishani the decoration “for special civil merits” i.e. his contribution to capacities building and the modernization of the Albanian state audit institution.
