At a diplomatic conference held in the Hague on December 16, 2025, organized by the Council of Europe and the Netherlands, Croatia, together with 34 other states and the EU, signed the Convention establishing and International Claims Commission for Ukraine. On behalf of Croatia, the convention was signed by Croatia's Permanent Representative to the Council of Europe, Ambassador Toma Galli.
Along with the already existing Damage Register (established in 2023) and the compensation fund, whose establishment is expected, the International Commission for the Assessment of Claims for Compensation represents an important step towards establishing the comprehensive compensation mechanism for determining the responsibility of the Russian Federation for aggression against Ukraine and compensating victims.
